1.  CALL TO ORDER

President Paul Forbing called the special meeting to order and confirmed that all Board members were present via video conference. Forbing stated that the sole purpose of this special meeting was to review and formally reauthorize the Association’s application to the City of Fort Wayne 2026 Neighborhood Improvement Grant Program for the Historic Entrance Wall Restoration Project, in advance of the March 13, 2026 application deadline.

2.  BACKGROUND & PROJECT STATUS

Forbing provided an update on the Historic Entrance Wall Restoration Project:

The entrance wall at Indian Village Blvd and Manito Ave has remained partially collapsed since 2023 and continues to present a safety hazard on City right-of-way.

Eric Byers of Byers Masonry (Garrett, IN) has provided a written restoration proposal of $15,200, most recently reconfirmed September 24, 2025.

The three-source funding plan consists of: the City Neighborhood Improvement Grant ($5,000), the IHCDA CreatINg Places program via Patronicity.com (dollar-for-dollar match up to ~$5,100), and a community crowdfunding campaign (~$5,100) targeting IVCA residents.

The City grant application deadline is March 13, 2026.

IVCA is a first-time applicant and holds priority status under the grant program’s allocation policy.

3.  DISCUSSION

The Board reviewed the completed grant application narrative, Exhibit B (Budget), Exhibit C (Scope of Work / Timeline), and supporting documentation. Members discussed the single-contractor quote, the good-faith outreach to additional masonry contractors, and the narrative explanation included in the application. The Board affirmed that Byers Masonry is the only qualified contractor willing to take on historic limestone restoration work of this nature in the region. The funding plan, project timeline, and maintenance commitments were reviewed and found to be realistic and well-documented.
